Peng Zhen
Peng Zhen (12 October 1902 - 26 April 1997) was a leading member of the CCP. He joined the CCP in 1923 and started with Liu Shaoqi in the Communist underground. He became Mayor of Beijing in 1951 and a key figure in the organization of the new legal and judiciary apparatus. He drafted the first criminal code which was adopted in 1979 and was in charge of the massive anti-crime campaign of 1983 in which up to 10,000 were executed. He played a leading role in the ousting of Hu Yaobang in 1987 and in the order to send the PLA into Beijing in 1989.
